Biography and Research Interests

Professor Gosling came to the University of Utah in 1991 from the University of Wisconsin-Madison. His research interests include politics and public policy, political economy, budgetary politics, and state and local politics. His recent books include Politics and Policy in American States and Communities (with Dennis L. Dresang of the University of Wisconsin-Madison), 7th edition, Pearson Longman, 2010; Budgetary Politics in American Governments, 5th edition, Routledge, 2009; Economics, Politics, and American Public Policy, M.E. Sharpe, 2008; and Understanding, Informing, and Appraising Public Policy, Pearson Longman, 2004.

Dr. Gosling serves, or has served, on the editorial boards of the following academic journals: Public Budgeting and Finance, State and Local Government Review, and Journal of Management History.

Professor Gosling has held a number of top administrative positions in government, having served as Secretary and Deputy Secretary of the Wisconsin Department of Industry, Labor, and Human Relations, and as Deputy Secretary of the Wisconsin Department of Transportation.
